This series of case studies highlight policies and implementation strategies that Utah and Iowa have adopted to strengthen student access to quality dual enrollment programs.
Dual enrollment programs, an educational partnership where high school students can earn postsecondary credits through college coursework, are a proven strategy for improving rates of high school graduation, college enrollment, and eventual degree completion. In 2026, Jobs for the Future created a dashboard to analyze and track state adoption of policies for strengthening access to and quality of dual enrollment programs.
Two states, Utah and Iowa, have adopted more of these recommended policies than any other state, standing out as leaders in building the necessary statewide policy infrastructure for dual enrollment. Through research and conversations with state education officials, JFF has prepared these case studies to highlight each state’s policy conditions and implementation strategies. Each case study provides an overview of the state’s dual enrollment environment, highlighting the recommended policies the state has adopted, exemplary policy implementation approaches, and future plans and priorities.
