The first in a series of policy papers from the WINs initiative, Everybody WINs emphasizes the need for employer involvement in the public workforce system. For too many years the public training system ignored the needs of employers when developing training programs for disadvantaged individuals. Although the Workforce Investment Act of 1998 mandated increased involvement from the business community, obstacles still exist. The report is about policy innovations that can help disadvantaged workers obtain the skills required to succeed in today's economy and help employers find the skilled workers they need.
