High-quality career and technical education should be an option available to help all young people prepare for the 21st-century economy. The Pennsylvania Department of Education retained JFF to develop options for state-level action to dramatically improve secondary career and technical education.

This report summarizes JFF's findings and recommendations. Significant changes are required if career and technical education is to be a first-class system available and attractive to all Pennsylvania students, generating high levels of academic preparation, technical skills, and credentials that indicate readiness for college or career.
