Federal Contract Vehicles

JFF has a task order contract with the General Services Administration under the Mission Oriented Business Integrated Services (MOBIS) schedule. All federal agencies may procure work with JFF through this vehicle. JFF provides two broad categories of services under the MOBIS contract:

  • Consulting services (SIN 874-1), including management and strategy consulting, program planning and evaluation, program study and analysis, and policy development and review.
  • Program support services (SIN 874-7), including all phases of program or project management, and operational and business support services in order to carry out program objectives.

Subcontracting with Small Businesses

JFF is pleased to work in partnership with a diverse group of small businesses, including historically underutilized business zone (HUBzone) small businesses, as well as disadvantaged, women-owned, veteran-owned, and service-disabled veteran-owned small businesses.

Services

As a contractor to federal agencies, JFF can provide: 

  • Strategy consulting on education and workforce program design, development, and expansion; 
  • Program planning, particularly addressing implementation strategy, design elements, professional development, data systems and use, performance measurement and program improvement;
  • Research, documentation, and analysis, including the use of real-time labor market information and the production of reports and analyses that assist agency customers assess education and workforce development strategies, capture and adopt best practices, and identify and address policy and implementation challenges; 
  • Technical assistance, facilitation, and training, including customized workshops, direct technical support to federal grantees, structured peer exchanges for program and policy practitioners, virtual meetings and trainings, on-line communities of practice, and briefings;
  • Policy development, through consultation on policy supports for emerging and effective education and workforce designs; 
  • Project leadership and communications with stakeholders, including defining and leading project design and strategy and a range of internal and external communications; and
  • Project management, including direction and monitoring of implementation and monitoring and management of performance by participating organizations. 

Our Team

To federal projects, JFF brings Boston, California, and Washington, DC-based teams of nationally recognized experts in education and workforce development programs and policy. Specializing in the intersection of policy and practice, the JFF team includes individuals with extensive experience in program and policy implementation at the local level, including school leaders, workforce program directors, researchers, and instructional experts, as well as former high-level officials in federal and state government, including at the U.S. Department of Labor, U.S. Senate and House committees, and state departments of education, higher education, and labor.
