Strategies to Advance Low-Wage Workers in Maryland: Opportunities and Challenges

This policy paper was prepared for the conference "Maryland's Low Wage Workers in the New Economy," which brought together leading policymakers, practitioners, employers, researchers, and advocates around the agenda of helping Maryland's low-income workers advance out of poverty and into jobs that provide family-supporting wages.
