JFF has been working with its partners to help reinstate the "Ability to Benefit" (ATB) provisions of the Higher Education Act since its elimination in last year’s Consolidated Appropriations Act of Fiscal Year 2012. For years, ATB has allowed students without a high school diploma or a GED to qualify for federal aid by passing a specified test or successfully completing six hours of postsecondary education. Last week the House Education and the Workforce Committee considered a bill, H.R.4297, the “Workforce Investment Improvement Act of 2012,” that would dramatically reform the nation’s workforce investment system by consolidating over 20 federal employment and training programs into a single block grant to states and local areas.
