toolkit from the Center for Workforce Success contains resources for
employer associations that want to become workforce intermediaries,

Intermediary" and how to become one, two CWS publications on the role
of employer associations in workforce development and school-to-career
initiatives, a format for writing grant proposals, and a number of
other items. It also includes several publications from Workforce
Innovation Networks (WINs), a collaboration of the Center for Workforce
Success at the National Association of Manufacturers, Jobs for the
Future, and the Institute for a Competitive Workforce of the U.S. Chamber of
Commerce.
