Program Director, Policy, Performance and Budget
JFF seeks a Program Director for the Building Economic Opportunity Group (BEOG). The talented candidate will be responsible for leading a key body of work across all BEOG projects.  

The Program Director will work closely with the senior policy advisor and other BEOG staff to track and document key policy issues that emerge from the BEOG projects, and ensure that policy issues and lessons learned (such as effective strategies for employer engagement) are discussed, tracked, and documented across projects. He/she will be Involved in the writing of policy papers, reports, and other documents that must be of high quality and presentable to a variety of audiences ranging from practitioners to policymakers. The Program Director will also develop and deliver high-level public presentations at events to staff or funders.

The Program Director will lead the development and management of a performance and outcomes management system for the Building Economic Opportunities Group. This system, which will encompass project performance and outcomes for all sub-grantee programs across projects, will include an outcomes data management system and a grant performance management system. Additionally, the Program Director will establish critical summative cross-project performance measurements for the cluster that tie to cluster strategies, and will be responsible for leading the cluster’s annual updating of goals, strategies, and outcomes. He/she will play a key role in developing peer learning opportunities for sub-grantees, and will also serve as the liaison between BEOG and the fiscal team by tracking budget projections and expenditures for all BEOG grantees, and will work closely with the BEOG vice president and other senior staff on funder relations and fundraising issues.

The Program Director may supervise, manage, and coach staff and/or interns as assigned, and also assist the vice president in effectively organizing cluster meetings and internal cluster working groups. He/she will represent the cluster on organization-wide working groups, committees, and also serve as a site liaison to one or more sub-grantees for projects such as Breaking Through or the National Fund for Workforce Solutions.
 
Qualifications
  • Bachelors degree required, but advanced degree preferred.

  • Minimum of 10+ years experience in related fields.

  • Expert knowledge of workforce development and education issues, program models, and policies for low-skilled/low-income adults.

  • Ability to conceptualize, plan, and manage multiple major complex projects while simultaneously moving forward.

  • Demonstrated ability to build, develop, and lead partnerships.

  • Ability to provide technical assistance to field in development of policy/practices.

  • Proven human resource and financial management experience.

  • Ability to take full leadership of major projects, and cluster-wide initiatives.

  • Ability to handle complex and sensitive assignments.

  • Highly organized, excellent verbal and written communication skills.

  • Deep experience in management of complex projects, performance, outcomes, and technical assistance management.

  • Highly regarded in the field for skills and expertise.
